Delegates will debate resolutions submitted by co-ops or the FHCQ Board of Directors. According to the Federation's bylaws, proposals submitted 40 days prior to the meeting will be entered in the proposal book. Proposals submitted after this date and those submitted at the meeting are late proposals and may be debated if a majority of delegates agree.

According to section 4.3 of the Federation Bylaw 1, only delegates from member co-ops and members of the FHCQ Board of Directors may submit proposals.

In addition, since it is co-ops as entities that are members of the FHCQ, proposals submitted to the General Meeting must be validated by a resolution of the co-op's Board of Directors or General Meeting, except for resolutions submitted on the floor of the meeting.
