PROCEDURE FOR CO-OPERATIVES IN THE PRIVATE NON-PROFIT PROGRAM (PSBL-P)

If you want to obtain housing in a co-operative from the Programme sans but lucratif privé (affordable private non-profit program) where all the tenants receive a subsidy to reduce the cost of their rent, you must follow the procedure described on this page and meet the eligibility requirements for this program.

IMPORTANT NOTE

Please note that due to the high demand and the small number of available units, the wait for this type of dwellings can be very long, if you are successful.


ELIGIBILITY CRITERIA FOR AN AFFORDABLE HOUSING UNIT IN A CO-OPERATIVE

The applicant must satisfy the following general conditions:

  • He (or she) is registered in the rental application register; (applied for a unit at Central-Logement-Coop)
  • He is a Canadian citizen or a permanent resident within the meaning of the Immigration Act (L.R.C. 1985, C. 1-2), and is a resident of Québec;
  • His or his household's income, if any, is equal to or less than the maximum amount that is applicable under the Canada-Quebec Social Housing Agreement

  • Unit with one bedroom
    One person or a couple - $ 30 000

  • Unit with two bedrooms
    2 or 3 persons except a couple - $ 34 500

  • Unit with 3 bedrooms
    4 or 5 persons - $ 40 500

  • Unit with four bedrooms
    6 persons - $ 55 000

Also, the applicant must meet the following co-operative eligibility criteria:

  • Attend an information session on the "PSBL-P Co-operative Formula"
  • Complete the questionnaire "Skills, interests, responsibilities, availability"
  • Score at least 20/30 according to the selection criteria specific to the co-operative

IS INELIGIBLE

  1. An applicant who was a tenant of an affordable housing unit and whose lease was terminated under sections 1859 and 1860 (disturbance) or section 1971 (delay or non-payment of rent) of the Civil Code
  2. The applicant who has vacated an affordable housing unit without notifying the landlord
  3. An applicant whose household includes a member who is ineligible under paragraphs 1 or 2; N.B. These ineligibilities remain for a period of not more than 5 years from the date of termination of the lease or eviction
  4. The applicant or, as the case may be, one of the members of his household, who owes a debt to a low-income housing landlord for failure to pay rent or for damages caused to that landlord's building as long as this debt is not extinguished
  5. The applicant whose total value and, where applicable, that of the members of his household, exceeds the maximum amount determined by the lessor's regulations, namely $ 50,000;
  6. The applicant enrolled full-time in an educational institution, other than a student who has a dependent child living with him, or who lives in a conjugal relationship with a person who has a dependent child living with him; in this paragraph, the term "full-time" has the meaning assigned by sections 9 and 10 of the Act concerning financial assistance for education expenses (RSQ, cA-13.3).
  7. A category B dwelling may only be allocated to a household composed of one or more persons, under the age of 65, who are spouses or are related by family, within the meaning of the Article 655 of the Civil Code, up to the second degree
